Kelly was born and raised in West Plains, Missouri. She moved to Columbia, Missouri to attend the University of Missouri and graduated in 2005, with honors. Kelly then moved to New Orleans to attend Tulane University Law School. While attending Tulane, she held the position of Chief Administrator of the Honor Board School, was a voting member of the Student Bar Association, served as an editor for the Sports Lawyers Journal, and was a student attorney for the Juvenile Defense Clinic. In 2008, Kelly graduated and became licensed in Alabama, where she clerked for the Honorable William Shashy of the 15th Circuit in Montgomery, Alabama.
Kelly decided to return to her home state and in 2009 became licensed to practice in Missouri. She enjoys returning to West Plains to spend time with her family, including her two nephews Samuel and Seth.
